This is a pair of 3 mm IR Transmitter and Receiver, operates around 940nm web-length.
It is generally used for IR Remote Control and Non-touch Object Sensing (such as sensor for line following robot).
Simply, ADC on any micro-controller can be used to collect variable readings from the detector.
